how to create groups in forums?

i have vb4 forums.
i don't know how my users can create their own groups?

What do you mean by groups???
Usergroups can only be made by admins who have the permission to.
Social Groups can be found in community>groups and the admins must set the users privileges in the Usergroup section of admincp.
