but i'm from israel...
how can i buy it?

You can use 3.8.5 if you wish to after buying a 4X license.

But it is my understanding that all pre-sale questions should be asked over at vbulletin.com forum.

if i have a design + css, program and all..
in v3.8.5.. i can uprage to v4 with the design and the program + css??

styles for 3.x will NOT work on 4.x however some skinners are converting their skins from 3.x to 4.x
