As per the forum description, this should be asked on vBulletin.com, they are the only ones (or in a sales/support ticket) who can give an official answer.
Questions regarding default vBulletin functionality or licensing and pricing should be asked on the Official company website: vBulletin Pre-sales Questions (http://www.vbulletin.com/forum/forumdisplay.php?f=47)
But to answer your questions: vBulletin does not censor domainnames in normal situations.
An no, as per the License Agreement (http://www.vbulletin.com/order/license_agreement.php) you are only allowed to use a license on a single installation.

each install requires its own licence.
the only exception is a teast board in an .htaccess protected folder only you can access.
