Reminder/Email Mod - vB4

Members of my forum all have a State issued permit. Would it be possible to create a reminder modification that would allow them to enter the month/day/year it expires and have the forum send them a reminder email something like 3 months and/or 30 days before it expires, to remind them they need to renew their permit?
