Expanding Header and Internet Explorer

I have created a header that is 1300 pixels long and I have coded it to fill the table and expand (or contract) as the resolution changes. This works great in Safari and Firefox, but in IE it won't shrink when it gets below the 1300 pixels. The obvious answer is to create a smaller header that will expand. The issue is I lose some clarity of the image. Is there a way to deal with this in IE through the code in the header?
