Any specific reason this is happening only in some cases for members while they try to attach the files. Theres no limit on the size of the attachments on the forum though.

Database Error
The ForumName has encountered a database error
It also says the forum staff has been notified but I get no notice of this error. A member has informed.

The db error mails only get sent if an email is specified in the config.php variable.
Is there a yellow colored box at the end of the page? If not, then it may be a connection issue to the database.

I am sorry but where/how do I find the config.php variable and make the changes?

I'm going to guess you did not install vBulletin. Since, you don't know where such file is.
It's located in your /includes/ folder.

No, this is an issue with your server. There could be connection errors with the database. You should contact your hosts to resolve this issue.

Either get the full error text from the mail sent to your webmaster account or right click on the error page and choose to show the page source. The full error text is also in the page source.
