ive heard people talk about there being a Bot you can put on your site and i guess you can choose what you want it to post? like world news or music news and etc....
is there such a thing like that?

Yes, an RSS Feed poster. You can add RSS feeds in the admincp and it will post the feeds.

how exactly do i do this? because i added one and everything but nothing happened, do i have to mess with the templates or can i just leave that as is?

No, you leave it as is, make sure the URL of the feed is correct.
Also AdminCP > vBulletin Options > vBulletin Options > External Data Provider

alright thanks, also i plan on using cnn.com so putting www.cnn.com isnt good enough? i tried finding a headlines url but couldnt so stuck with www.cnn.com
also i made a whole new username just to be a bot, do i leave the name signed in or what?

You have to get the RSS link from your browser URL bar. Go to cnn.com and click on the orange and white icon in the browser url bar...that will take you to the proper link to use.
