It is easy to decode.

I think it is a custom hack.
It uses base64 with url encode.
aHR0cDovL3d3dy5hbGFuZGFscy5uZXQvTm9kZVNlY3Rpb24uYX NweD9pZD0yMDQmYW1wO3BhZ2U9MA%3 d%3d

%3d%3d -> It is url encoded. If you decode it, it is ==
So:
aHR0cDovL3d3dy5hbGFuZGFscy5uZXQvTm9kZVNlY3Rpb24uYX NweD9pZD0yMDQmYW1wO3BhZ2U9MA==

It is the final base64 code, now you can decode it.
