Private Message Question?

Hey there,

I just wanted to know if anyone can help me, this seems like a very simple question but on VB 3.8 Administrators could set the option to have quotes in Private messages on or off, however I don't even see the option to switch them on in VB 4.0? any help would be great please....

I don't recall having this option for just usergroups. Permissions should be the same as vB3.
