This is how my rep screen looks obviously its not supposed to look like that. How can I fix this so it looks like it did on versions before 4.0?

Try removing any additional CSS in CSS Templtes > additional.css

I removed what I had, but it still stayed the same.

have you changed your dpi on your local machine? not sure it applies here but I do have software that has a fit when the text dpi is changed on a local machine..

I figured out what the issue was by the help of another user at vBulletin forums it was something to do with the coding in my popupmenu.css.
