I continued searching after posting this and found my answer. My apologies.
If it might help anyone else-
Even though I had it set to upload in ASCII , the vbulletin-settings.xml was uploading at twice it's normal size for some reason (162,652 instead of 81,326).
It took about 5 tries until it uploaded at the correct size.
