How does one turn on or activate ads by google?

I'd like to turn on or activate ads by google but dont know how....

Use the Advertise System in the Admin Panel of your forum.

When you sign up for Google Adsense (https://www.google.com/adsense/) they'll give you some code to paste in. Dunno why, but I can't get the signin to work with Firefox.
