Blank white screen

Well i've just done a sever move, Moved absolutely everything manually. Im getting a white screen located here;

When i log in via admincp it directs me to also, a white screen.
Now i am getting database errors heres what their showing;
Database error in vBulletin :

Cannot use database rossproj_forum

You need to give your mysql user all permissions for the database Please see this in the manual - Creating a New MySQL Database for vBulletin to Use (http://www.vbulletin.com/docs/html/create_database) You may have to ask your host for help.

Im not wanting to make a new db, im exporting the old one :(

Delete the user associated with your db, then create a new user with all privieges using the same details as before.

If no user is set, make one.

It's still not working just tried that.

I think the problem is that your host has upgraded their version of PHP to 5.3 which is known to not work properly in earlier versions of vB (3.8.4 downward).

Contact your host and ask them to downgrade to PHP 5.2.
