How to add news to site?

How exactly does one add news to it's site. If for example I wanted to add military news to my site how would I go about doing that? From a to z?

The simplest way is to create a forum call Military News and set up an RSS Feed from your ADMIN CP if your source offers it. For example, I have a Fox News feed on my forum.
