Is there a modication for 4.0 that can give certain clubs within my community their own forums with moderators?

Why don't you set up each club with their own forum and then assign a moderator(s) to it?
I don't understand why you need a mod as you can do this in standard vBulletin. Perhaps I don't understand what you are asking?

Because I want to be able to let them admin a board of their own without having any other powers and there is a mod like this for 3.8 called DTO clubs on drivethruonline.com but I'd like to upgrade to 4.0. I'd have to install a whole new board for every club and that would take a lot of time. Unless there is an easier way?

Please note that even when running a single installation, such a solution will require multiple licenses.

Why is that? It is simply making multiple boards that are hidden to most usergroups and it only accessible by url then displaying the url. There is no need for multiple licenses for that.

Wasn't there a mod or something for vB 3.8.x that created a forum section for specific social groups?
