If your looking for help, you need to post your issues here so that you can benefit from more than just one person's experience.
Also, you've posted this in the 3.8 section, but you've only ever posted in the 4.0 section. Make sure you asking in the right section.

He didn't make the here a link. He was saying you need to post what the issue is here in this thread instead of just telling people to email you. Many users have different areas of vbulletin that they are 'good' at and so it helps to have a thread title pointing out the issue and the issue actually posted in the thread or else you may get no response.

i have posted a couple of specific situations and believe they still have no replies, no worries, i have some one on it now....just ashame that other free forums tend to have more of a support system than one i payed $400 for

This site has a great support system, and it's also free. But, again, you never posted ANY issues in the vB 3 section, so I don't see how anyone was supposed to help you with it.
That's quite a complaint for someone who's only posted two threads with an actual question, not to mention the three people who've actually offered to help you, free of charge, if we actually knew what the questions were.

so is this part of the free great customer service....i tell you what why dont you keep your juvenile remarks to yourself kid, when you have something that can contribute then you should come back. I am pretty sure my first post stated the specifics of my help wanted.... Some one contact the VB staff because you guys have a dead winner RIGHT here for a meet and greet, he is sure to bring the customers back in

First of all, you're reading my posts with venom I never injected. I'm trying to help you. You're resisting, for whatever reason I can't understand.
I'm offering to help you for no reason other than I want to. I'm not staff here. The point of this community is for admins to all help one another with things some have experience in and others don't. In my years on this site, I've never had a problem helping folks, nor any complaints because I tried.
Here's the thing. Take a look at the other questions posted in this section. People are being specific about what they want and then it's being worked out in the thread. That's how it works in this section. You made a general statement about smileys and a mod and nothing more. You didn't say what you wanted the smileys to do, what you wanted the mod to do, or even a general idea of what you were looking for. You were completely unspecific. If you had been specific, we might have been able to point you to a mod that already existed and did what you needed for free. Or it might have been something simple that vB already does by default that you didn't yet know about. Also, your other questions are in the vB 4 section as I've stated several times now? What is your vB3 problem? Since you've posted here, I have to assume it has nothing to do with those questions, so you can't say no one has helped you with it. Instead, you've waited less than a day to pay someone to do something, whom I can only hope is not taking advantage of your impatience. Did you mean to pay someone by posting your email address? If so, you've posted in the wrong section still. Paid Requests and Unpaid Requests have they're own section. But we had no way of knowing that because you still haven't elaborated.
But hey, keep calling me kid. I'm sure my grand-niece will get a kick out of it.

ok if your willing to help then i will sincerely take you up on that offer, let me start by asking you this, is there a way to re-arrange the header on my forum to look like this http://usimports.org see how they have the banner centered and the log in info off to the side of the header, and links in the navigation bar....is there any way to get my forum http://MyMcWorld.com to be set up like this....also is there a mod to make my new buttons look like those buttons? i prefer the roundness of those compared to the square of my 4.X version

You header can be changed anyway you want if you know some coding
From the admin CP Styles & Templates>>Style Manager than click Go on your style
and you will see the header box
(make all the changes you want here)
as for your buttons you can change them to anything you wish
use your FTP client go into your forums Dir
/images/buttons is the path for your buttons
Also like Digital said loads your posting in V3 and your site is V4 :)

You will have to find the Vb3 buttons set and upload them via FTP overwriting your old ones
in that Dir
i dont run V4 but i would say there the same name and paths

The image paths don't seem to have changed between vB versions, so overwriting should do it. As for the style, you're looking to basically go with vB3's old look on a vB4 forum. I've not messed with vB4 just yet, but have you checked the vB4 Styles area to see if someone has made a "retro" style, as it were? As I recall, they same thing happened with vB3 and several vB2 retro styles got made for it. I've been considering doing the style myself once I get a vB4 demo board installed, if someone hasn't already beaten me to it.

yeah i looked but didnt really see anything, im just so use to vb3 i like it alot

Moved to vB4 discussions as your question seem to be about a vB 4 board.
It seems you have the wrong idea about vBulletin.org. vBulletin.org is a site where members help other members regarding non-default functionality of vBulletin. Modifications are not officially supported and there is no paid staff to answer your questions here. Answers have to come from other members and they will do it in their own time, so you can not expect an immediate answer all the time.
To get professional support please post on vBulletin.com or open a support ticket, but they will not be able to assist you with modifications.

Also refresh the browser after overwritting the buttons as sometimes the changes don''t appear immediately.

Questions/Problems regarding modifications/styles need to be asked in the modification/style thread. That is where the support for modification/style is - not out here in the main forums.

Usually by default PM's already pop up. users can set if they want PM's to pop up or not. Having them pop up will not work in some browsers so you need to keep this in mind. For instance most people have pop ups disabled on Firefox so therefore they will not get a popup but just a message saying the message popped up but was blocked. This IMO is pretty annoying so I turn off the popup option of PM's. So this is food for thought.

i know he talking about a hack here on vb.org. I was just stating that if they are not getting popups a possible solution is that they are disabled in that person's browser.
