How to enable visitor messaging?

Well quite some time ago, a staff member of mine decided that the visitor messaging option wasn't necessary due to the penis pictures I was leaving my members and decided to disable it.

I never noticed it was disabled up until a few months ago, and since then, I've been trying to figure out how to re-enable it. How do I enable visitor messaging back?.. :confused:

Usergroup Manager > select the usergroup you want to edit > search the page for:
Visitor Message Permissions. Edit as you like.

Everything is enabled yet it's not showing...how do I mass enable it?
