Spanish Accents in Post?

Hello, I am just started my forum and am still polishing and working bugs out...... I have been getting complaints from my users. They cannot do accented letters in their post, It keeps showing up as "?". Please help!

It works here but not in 4.0 or 4.0.1

I just copied your ñ and it looks okay in my Preview Post (chrome). Is there more to the problem? Do you have a link to a post we can look at?
