Add Navbar to error

I would like to add the navbar to the template which formats the message below. The navbar on my style contains the bottom half of my header image and so the page looks completely wrong without it ;)

Please push the back button and reload the previous window.

Does anyone know a) which template I should edit b) what I should add I'd tried {vb:raw navbar} to no effect in the STANDARD_ERROR template.
