I just want to ask how to make siderbar like in vbulletin.com (http://www.vbulletin.com/forum/) forum? Where the sidebar can be expand or collapse?

You can turn the sidebar "on" or "off" in your admin panel

Options >>> Forums Sidebar and Block Options

You can also add 'blocks' to show up on the sidebar under the "Forum Blocks Manager"

vboptions > forum sidebar > set those to what you want
forums & mods > forum blocks > add the blocks you want
