forum's time zone problem.

I changed time zone to gmt+2 but the time is coming 20 mins back.

and I change time zone but it is not changing on footer's time zone place.

Anyne help ?

But on footer template is showing Month for minute.

My minute section is always 01 ( January)

what is the problem :(
