How do I show a specific banner in a specific thread

How do I show a specific banner in a specific thread.

I have a rotating banner in my navbar. I would like it so that when a user goes in to certain thread the rotating banner is replaced with a static banner

Is there an if statement similar to
If forum id =106 then replace rotating banner with static banner
