This modification adds a "Default StyleVars" directly to the Styles & Templates menu. It will take you directly to the stylevars for whichever style you currently have set as default, saving the extra steps it currently takes.
To install upload cpnav_default_stylevars.xml to the /includes/xml directory and import the product file.

I've got a stupid question for you...
In the sentence:
To install upload cpnav_default_stylevars.xml to the /includes/xml directory and import the product file.
I don't know what the end of the sentence means:
... and import the product file.

It means import the product file in your Manage products in your Admin panel.
It's where you import all your xml files.
The includes xml is the xml file to put into your forum folder in the xml folder in the includes folder.

The whole point of a product file is so you don't have to go through that process. ;)
