I want to make it so that users with 500+ posts can only enter a forum and those with less can still SEE the forum in the main index, but cant enter it to see the threads. So far, Ive gotten it so that a user with less than 500 can see it but they can also enter it, which I dont want (but cant post in it)

First thing that comes to my mind is to use promotion.
Create usergroup based on registered user's one (or whatever), change permissions the way you like it, or leave them the same, and enable this usergroup to post and whatever in that specific forum. For that use custom forum permissions for that usergroup (and forbid whatever you want for regular registered users).
All of that is in usergroups section of AdminCP. I think that should to the trick for you.

Yep. Promotions are what you should use.

yeah I tried that. But that doesnt seem to stop users with less than 500 posts from clicking the forum and entering it, (however they cant post in it)
I tried going to User Permissions> View Forum, and if I set that to No, than they wont even be able to see the forum in the index, which I dont want. but if I set Yes, they see it in the index but can also enter it.

Let's see what you have for all the permissions for the under 500 posts usergroup and your forums (take a screencap of your permissions).

You mean a screenshot? I tried but then I realized Id have to take 10-15 screenshots to cover everything in the permissions for the usergroup.
Right now, I have a 500+ posts custom usergroup and the Registered Users usergroup (which Im trying to make them not accessible to the forums) but I dont have an 'Under 500 posts' usergroup

you can use an app called snagit to get a scrolling screenshot

One forum that you say isn't working would be enough.

After you make the promotions just go to your forum permissions and go to the forum you want the under 500 to see but not post in and change the permissions for that usergroup.

Well, I saw from instructions, if you use Access masks, they don't even see forums, if not, they see it, but can't enter it.
Here's c&p from instructions (from AdminCP):
Enable Access Masks
Access masks allow you to enable or disable access to a particular forum for individual user(s). To use them, you must enable this option. This option also affects whether or not users will be able to see forums they do not have access to on forumhome and forumdisplay. (If this is off, they will see them in forum listings but not be able to enter them. If this is on, they will not see them at all.)
It's in AdminCP->vBulletin Options->General Settings. Problem is, if you use Access Masks for something, you can't turn them off. Anyway, if you can turn them off, this could be solutions for you.

I got it. I turned Access Masks off and toyed with the permissions for the Registered Users.
The only problem now would be that it shows 0 as the number of threads and posts for users without access to it. Id rather have it display the actual number or a dash to block out the number

Huh, you can go to AdminCP->vBulletin Options->Forum Listings Display Options->Show Private Forums.
This is what manual has to say:
Show Private Forums
Select 'No' here will hide private forums from users who are not allowed to access them. Users who do have permission to access them will have to log in before they can see these forums too.
Either of the yes options will allow users to see all forums that they don't have access to. The ability to see the forum's post count is controlled by the two yes options. If a forum is passworded, it is treated as a private forum until the user enters the valid password.
Well, it seems to me, you want last option selected.
