how to allow users to edit thread titles like mods & admins

I found that 0 disables this. Well I set it to 1 and the thread title doesn't completely update. It's only the post title. Is there any way to have users be able to edit thread titles like mods & admins?

Here's what I mean: 107222

1 means they can only edit it for 1 minute. Set it to a number that is really high (I have mine set to 1000000).
