Can't ban users?

I've done some searching for this issue I'm having, but have yielded nothing so far.

When I'm in the admincp, and I try to ban a user... it takes me to a "Page cannot be found" (404).

I've tried banning users from multiple locations within the admincp, but no change. Its like the Ban section is missing? I've noticed this with other locations within the admincp as well.. but did not take note of what they were...

Any ideas wtf is up?

Just to rule it out its not link issues try urdomain.com/admincp/index.php?loc=user.php%3Fdo%3Dedit%26u%3D1682 it will prob say user dont exsist but it might tell you if its link might be worth re uploading files ???
