i want to Remove the powered by vbulletin on my forum
and change it to something else
and also in the forum Statistics where is say Welcome to our newest member
where and how i change it to say ex~~>"Welcome to our site newest member" ?

You have to pay for that. Goto vbulletin.com and search for, "Branding free".

Search in phrases
x_powered_by_vbulletin
and change it to {1} instead of {1}- Powered By vBulletin ;)

Without the Branding Free option, you are only required to keep the copyright notice in the footer.

Two different things going on here lol. I probably was sleepy when i replied and it removes the powered by vbulletin from forum home. :p my bad.

Two different things. The "Powered by" phrase has nothing to do with the copyright. The copyright is the, er, copyright.

The footer copyright is part of the license agreement, last I looked.
The title is another matter.
The original poster didn't specify which one he wants to remove.

He specifically asked about the "Powered By vBulletin" part, which is something you can remove.
Also, s-p0k, I almost missed your other question. That should be in your Phrase Manager, as well.
