Permissions Problem

I have a wierd permissions problem with one of my users. I have certain forums on my site that are password protected or restricted to only admins. One of my users is a moderator and no matter what i do he can always see the hidden forums. All of the other moderators cant see that forum only him.

I have checked his permission levels and they are the same as every other mod. I therefore moved him into the registered user group and he can still see the moderators forums but not the admin forum !

Any help would be good

Is his userid in the super admin section of the config.php? Does he have admin for a second usergroup?
