Make notices pretty

While I like the idea of the notices feature in VBulletin, they are pretty ugly out of the box. I'd appreciate some help in finding out how to make them prettier, i.e. remove the border and change the background colour. I've read some resources that all point to me needing to change "navbar_noticebit", but I've taken a look at it and I'm a little unclear how I am to do that.

So if someone could help me find out how to change the appearances of notices, I'd be grateful.
