Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?
If it is still happening - Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);
Don't forget that for vbseo, disabling the modification means to also get rid of anything extra you added to your htaccess file.

It's in your /includes directory.

on my page I can see most of the fields and then when is starts to give them the option about private and visitor messaging the section is blacked out. the only way you can see the hidden words is to go over the section with the mouse and it highlight the content.

Then you probably have your css incorrect. You can take a look at it using an add-on like firebug in firefox or just look at the page source to find what class is being used and then change it in the Main CSS page for your style.

It's very hard to tell what is going on without seeing the source code. That is where you will most likely find the clue to what is going on.

And that's what it looks like when you are using the totally default style with all your plugins off also?
Have you looked at the source code like I suggested to see if something is going on?
