Say I purchase a vB and it comes as 4.0 but I want it as 3.8, can I change the vB from 4.0 to 3.8?

You can continue using 3.8 forever. Though don't expect updates to 3.8 forever.

So if vB 4 opens today, and I purchase a vB tomorrow. Can I use 3.8 instead of 4.0

Yeah I know about the updates, they only update 4.0 obv.
