Persistent Notice

When I check the box for persistent notice, everything works fine until I try to send a PM. At that point, it defaults to the paypal screen (the notice has a paypal button installed).

Any ideas?

Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php

define('DISABLE_HOOKS', true);

They are already disabled. Any other ideas?

You can try a default style:
Create a new style with no parent:

Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save

Then browse the site using that totally default vbulletin style - do you still have the same problem?

Yes, I still have the same problem. Do you think it's because of the paypal link? In other words, if I didn't have a link there, do you think it would be ok?

The paypal link shouldn't be there in a totally default style with plugins turned off, so I don't know what you mean.
