How do I know the user id number of each member?

You can hover your mouse over a user name and it tell you there user ID in the status bar of your browser.
But if you have VBSEO installed then you will have to log into adminCP to see there user ID.

where in admincp can I see the user id?

You search for a user name in adminCP.
You will see "User: Seven Skins (id: 271878)" on the top left column where you edit users.
