There could be loads of reasons.
He could own a large network of sites would probably be my best guess.

Ya I was thinking that, but what network involves 100 websites? Makes no sense. Even city portals for the whole world are subdomains of a main site.

why pre-buy them though? Just say '1 free vbulletin board with every VPS' or something like that and order it after the person commits to hosting with you...

They have always offered bulk discounts.
The current price for 50+ is (as posted above) $119 each (owned) or $66 each (leased).

Maybe he wants to resell them at a higher price but less than the standard VB 1 license price?
Anyway im late and it has already been stated the cost of each license.
