Question about Profile messages

Hey,
Can i somehow allow to the members only who have over 20 posts to be able to use\post messages in the profile messages?

Or maybe can you just find me a condition of x posts and will try to do it myself?

try making a new user group with member above 20 posts
and give them the permissions
