How do you put an external rss feed into a forum?

I'm not talking about the vbulletin rss feed, but another external rss from some other site and put it in your forum. I see a lot of forums doing it but I can't seen to find the mod. Is there one on here? The one's on here seem to deal with the vb rss feeds.

In your Admin CP, go to RSS Feeds > Add New RSS Feed to add external feeds to your site.

I just noticed something. The rss feed is getting the same feeds if there is no updates. Is it suppose to do that? Get the same feeds?
