How to Edit An Error Page

A lot of people try to comment on our forums when they are not logged in... they land on this page: http://www.true2ourselves.com/forum/newreply.php?do=newreply&noquote=1&p=57201

I want to change the error text on that page so it better explains why they can't post a reply... and how to sign up. How can I do this?

Any help will be appreciated, thank you.

It's a phrase. Do a Search in Phrases for part of what is in that error message and the phrase should come up for Edit.
