From the manual:
Backing Up The Database via SSH/Telnet (http://www.vbulletin.com/forum/../docs/html/maintenance_ssh_backup) or
Backing Up The Database via phpMyAdmin (http://www.vbulletin.com/forum/../docs/html/maintenance_phpmyadmin_backup)
Restoring The Database via SSH/Telnet (http://www.vbulletin.com/forum/../docs/html/maintenance_ssh_restore) or

Maybe try it on a local system first before the possible failure is set again on a production system.
Just for analysis what was wrong :)

Check the MySQL username/password combination you have entered in config.php. Double-check these are correct.

attachment folder should be 777. However, it should also be at the same level as public_html which means no one can go to it directly.

I seem to recall seeing something over on vb.com - maybe in the manual - that lists the permissions for files and folders. You can try a search over there.
