Problem with plugin system

I just set up vB for testing purposes, but I have problem with plugin system. When I'm trying to import product by uploading xml file i get:
No file uploaded and no local file found.

I even turn on plugin system manually, but with no results. Help...

You will need to view your server logs and see what is failing when you try to upload the file.
