Title inserted as tags?

Anyone see this mod here? If you put in a title, it will take the title's words and put it into the tags entry field as a default where a user can change it. For example, if you type "Muggles Eat Fark's Hand" you'll get "muggles, eat, fark, hand" in the tags field and will omit the common words or connectors like "and" "or" etc. Can't seem to find it. Thought it was useful.

Yep, try a search on "tag*" or "thread*" in "all mods" "titles only"

I did. Found nothing. That is why I asked others here for a breadcrumb hint. :)
