If you designed your header graphic, usually if you use adobe photoshop, you would click save as > and save as eg. header.psd
Then save for web and save as eg. header.gif ( in your case as you want to animate it )

All you need do, is do a couple of subtle variations, and number them header1 header 2 header 3 . gif etc

Then you can if you havent got imageready use an online gif animator, where you upload each gif in succession and it will produce an animation for you.

Really is quite easy.

However without the psd, I wouldnt look at it.
Plus you kinda need to be specific as to what you really want animating... dont forget at THAT size ie. 729 x 90 ( or whatever it is ) the animation would be HUGE

Better off, getting a flash coder to make you flash version, if you really really must have it animated.
