Urgent : any member can see "Active at"

It is very annoying
however in user groups I choose not allow any member of moderator to see the active at link
any member can see it
it is unsafe at all

also, moderators have limited permissions althought i did not change any thing in their user group

I do not know what an "Active at" link is.

Usergroups can have their permissions changed in both the Usergroup Manager > Edit and in Forum Permissions > select forum > select usergroup to Edit. So, check both places for permissions issues.
