Is there a way to send one PM to a whole usergroup? Is there a addon or something? Please let me know! THanks.!

Not as far as I am aware.
You could set up a notice if you want everyone to see it..
ACP -> Notices -> Add New Notice -> Display this notice if... -> User belongs to usergroup {usergroup}
