Can i set only one thread for user in certain forum?

I need to set one forum with only one therad per user allowed, anyone can help me doing this or tell me if a hack exist for this?

There was another thread that was similar to this only a user could only have 5 threads open in a forum. I think someone wrote a mod for it and either posted it in the mod forums or in the thread itself. Try a search and you can probably find it.
