Only member can download attachiment during peak hours.

Is there a mod that I can set a time. like between 9am to 3pm only members can download attachments. but when it's not during that time unregistered can also download attachments too?

Not that I can think of - although you can always request one. I mean for now you can do it yourself via permissions, but for an automated process you'll need a mod.
