I wonder if there is modification displaying rotating banners in two places in the forum

Upper right and left column.

Ads are changing simultaneously

Redtyger has a banner rotation modification that might be able to take care of that.

Just look up redtyger here on vbulletin.org and look for his vb ad management modification.
