How to send a html format email to all users from admin cp ? My forum version is 3.8.3. Can you help me ? thanks.

Look for a coder here on vbulletin.org by by the name of redtyger. He has a couple of advertising mods, and one of them are supposed to be able to add HTML to emails.

I went ahead and got the name for you. Its the Forum Ad Management modification by redtyger. You have to have the vB Ad Management modification installed first though.
