Position of the "Welcome" message

How can I change the "Welcome to the Community" block that appears when somebody visits my forum and has not registered yet? Is it possible that I put it in the block that has the login form? Can I also change the actual message?

The message is actually a phrase. So, go to Search in Phrases and put in a small amount of the text and your should find the phrase to edit. Also, get the phrase name, then do a Search in Templates for it and you will find it in the templates. Then you can take that text message and move it where you want.
