When you back up your vBulletin files.. Okay, well I have a few things here from my old site.

vBulletin.sql
forumbackup-286079.sql
zoovix-style.xml
/images/ folder

I downloaded some of it, and exported others.

Now, how do I get it re-uploaded so I have same users, posts, threads, sections and everything on another website?

To get the data back - restore your database.
To get the style back - upload the images.

This is in addition to uploading vBulletin files, and modifications' files.

Is the database 'forumbackup-286079.sql' the database? Where do I 'restore it'?

That may be your backup - we really don't know since we didn't make the backup. Check the date on it. Do you remember naming it that?

See these pages for restoring it:
Restoring The Database via SSH/Telnet (http://www.vbulletin.com/forum/../docs/html/maintenance_ssh_restore) or
Restoring The Database via phpMyAdmin (http://www.vbulletin.com/forum/../docs/html/maintenance_phpmyadmin_restore)
