How can I restrict new users (say who have less than 10 posts) from downloading any files uploaded on the forum (e.g. doc, xls, etc.)?

You would create a new usergroup and promote users to the new group after 10 posts. Then change the permissions for the original group (less than 10 posts) to not be able to download attachments. I think there may be a mod that does this a different way than using the default vbulletin way also.

Thank you Lynne! Its now working perfectly. I have one more question though. For users, who do not have permission to download files, currently see the default Message, when they click on the document link:
you do not have permission to access this page. This could be due to one of several reasons:
Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.
How can I put up a custom message, specific to this situation, and NOT show the above default message?
